Three years before he became a hero, we see Saitama save the big chin kid from the crab monster. This kid ended up being the grandchild to the Multi-millionaire Mr. Chinner.
After hearing about what happened, Chinner decided to organize the heroes association so as to fight back against evil. It was always private funds too. They do briefly glanced over this within the anime after Saitama takes a hero test but within the manga, Genos put it right out there.
